In the latest line of “no-nos” perpetrated by Infinity Ward in the upcoming Modern Warfare 2, some modes will not support party chat in the Xbox 360 version of the game, according to a screenshot from a NeoGaf forum user. The Playstation Network service on the Playstation 3 does not have a in-game chat or party chat function and is irrelevent for that version of the game.

This decision is probably intended to end cheating by party chatters that occupy both sides of an online match, but unfortunately in this mode users will not be able to be in private chat either. The reason for this decision is likely intended to deter cheaters. Although many people will probably be up in arms over this feature, it can only be good for ranked matches.
